In 2014, the General Services Administration and the Office of Personnel Management formed a partnership to more efficiently and effectively provide the federal government with human resource training and development and human capital services.
The agreement merges GSA’s acquisition capabilities, tools and strategic sourcing experience with OPM’s expertise in human resources, human capital and training and development to develop the HCaTS indefinite-delivery/indefinite-quantity contract vehicle.
The vehicle allows for any combination of contract types (e.g. Fixed-Price, Cost Reimbursement, Time-and-Materials and Labor Hours) at the task order level. Task orders may include incentives, performance-based measures, multi-year or option periods, and commercial or non-commercial items.
HCaTS also provides standardized labor categories that correspond to the Office of Management and Budget’s Standard Occupational Classification system for which the Bureau of Labor Statistics maintains compensation data.
